The electronic scientific journal “Pedagogical Bulletin of the Union State” is a Russian-Belarusian online periodical that publishes scientific articles by leading Russian, Belarusian and foreign teachers and psychologists. The materials of the magazine are intended not only for specialists, but also for everyone interested in issues of general pedagogy, theory and methodology of teaching and upbringing, as well as pedagogical, social, political and economic psychology.

The journal publishes scientific articles on the following topics: general pedagogy, history of pedagogy and education, theory and methods of teaching and upbringing, pedagogical, social, political and economic psychology, psychology of educational environments.

The founder and publisher of the magazine is Pskov State University, the co-founder of the publication is Vitebsk State University. P.M. Masherova. One of the main objectives of the publication is to promote the formation of a unified academic environment in the Russian-Belarusian border region and the creation of an open platform for interethnic communication, the exchange of scientific information, and the results of fundamental research in the field of psychological and pedagogical knowledge.

Scientific articles published in the journal comply with the Nomenclature of Specialties of Scientific Workers, approved by Order of the Ministry of Science and Higher Education of the Russian Federation dated February 24, 2021 No. 118 “On approval of the nomenclature of scientific specialties for which academic degrees are awarded, and amendments to the Regulations on the Council for defense of dissertations for the scientific degree of Candidate of Sciences, for the scientific degree of Doctor of Science, approved by order of the Ministry of Education and Science of the Russian Federation dated November 10, 2017 No. 1093":
